The Committee on Open Government (COOG) of the New York State Department of State

The COOG website is a wellspring for FOIL-related materials: http://www.dos.ny.gov/coog/index.html.

COOG is charged by Public Officers Law § 89[1](b) with the responsibility of furnishing "advisory opinions" and "other appropriate information" with respect to FOIL.

COOG's FOIL Advisory Opinions are publicly available, are indexed by topic, and are also text searchable at: http://www.dos.ny.gov/coog/foil_listing/findex.html.

COOG has compiled a case law index and summary of all major and minor, reported and unreported FOIL decisions, available at: http://www.dos.ny.gov/coog/caselaw_foil.html.

Copies of unreported FOIL decisions may be obtained by making a FOIL request to the COOG. See http://onlineresources.wnylc.net/FairHearingResources/showquestion.asp?faq=16&fldAuto=252.
