11-07: Personal Care Services Changes for Non-Dual Eligible Persons Participating in Managed Care Programs (Statewide) (Instructions for LDSS/NYC Agencies)

 

Effective August 1, 2011, personal care services for Medicaid Recipients enrolled in managed care will become the responsibility of the Managed Care Organizations (MCOs) except for dual eligible* individuals and those participating in the Consumer Directed Personal Assistance Program (CDP AP). Currently, personal care services are administered by the local departments of social  services (CASAs in NYC) through fee for service Medicaid. This change will impact approximately 5,000 individuals statewide. Through July 31, 2011, the responsibility for assessing and authorizing personal care services for individuals enrolled in  mainstream managed care will remain the responsibility of the local social services district (LDSS) or CAS A agency. This change will not affect CDPAP individuals until July 1, 2012.

*Dual eligible individuals are those clients receiving both Medicare and Medicaid.
