96-18: New Issue Code 308; Revised Issue Codes 312, 313, and 315 (05/16/96)

Issue Code 308 has been created to use in situations where the natural parents are contesting any of the services associated with voluntary foster care placement. Examples of these issues include visitation rights or transportation costs incurred by the natural parent associated with foster care placement. Such issues were formerly coded as 313 (Foster Care) and 315 (Kinship Foster Care), which will now be used solely for issues related to Regular, Special, and Exceptional Rates of Foster Care or Kinship Foster Care payments. The use of Issue Code 308, 313, and 315 will result in notification to the agency NDAR (NYC Division of Audit and Response).

Issue Code 312 has been expanded to include "housing subsidies" when they relate to services provided to a family as an alternative to foster care placement. The use of Issue Code 312 will now result in notification to the agency NDAR rather than NCWA (NYC Child Welfare Administration), as indicated in the Desk Guide.

The affected issue codes are as follows:

308 Voluntary Foster Care Placement Services (for Natural Parents) (Example: Visitation Rights, Transportation)

312 Preventive Services for Children (Services provided to a family as an alternative to Foster Care placement, including housing subsidies)

313 Foster Care (See "bullet statement" previous page) Regular, Special, and Exceptional Rates of Foster Care Payments

315 Kinship Foster Care (See "bullet statement" previous page) Regular, Special, and Exceptional Rates of Foster Care Payments
