97-46: Coding Change: Subcategory PAFS (12/19/97)

Effective immediately, subcategory PAPS (Public Assistance Food Stamps) should no longer be used when coding Upstate and NYC fair hearing requests involving a food stamp only issue on a public assistance case.

New York Citv Cases Onlv:

In lieu of the PAFS subcategory, these cases should be coded with a scheduling status "N" (next available calendar) to ensure prompt scheduling pursuant to directives in the Moore v. Perales litigation.

Whereas previous coding of PAFS as a subcategory resulted in these requests being scheduled on a separate calendar, they will now be integrated into the regular PA calendar and should, therefore, continue to be coded with the appropriate Income Support Center (ISC).

Consideration can now be given to placing these cases on the SP0l or SP02 triage calendars, as appropriate. If the food stamp only issue meets the criteria for SP0l (discontinuances/reductions without notice) or SP02 (notice-based discontinuances/reductions), the subcategory field should be noted accordingly. Non-PA food stamp issues should continue to be scheduled on separate calendars, which will result when the agency field is coded properly as NF__ or NFS.
