This transmittal explains that notices are being sent to approximately 200 Upstate clients who will be denied the reissuance of the HEAP $35 Supplemental payment originally issued to meet the increased energy cost for cooling during the 1998-99 HEAP heating season. The denial is based on a determination that the client or someone in the client's household already cashed the check. A representative of Temporary Assistance, Office of Temporary and Disability Assistance will be responsible for preparation and representation at any Upstate hearings that are scheduled on this issue.
Any denials of NYC requests for a reissuance of the supplemental payment will be handled separately by the New York City Human Resources Administration (HRA).
