As explained in OAH Transmittal 05-18, Issue Code 930 had been added as a tracking tool to monitor compliance with the settlement in Meachem v. Doar. Issue Code 930 was entered on the Fair Hearing Information System (FHIS) upon a claim on the part of the appellant of non-receipt or untimely receipt of an appointment letter or other written communication from the New York City Human Resources Administration (HRA), requiring some action by the applicant/recipient, such as an agency request for documents, including questionnaires, a notice to appear for an employment-related interview or recertification interview, etc.
The plaintiffs in Meachem have have notified OAH that, as a result of the 18 months of monitoring fair hearings involving the "proof of mailing" issue, the goals of the settlement have been achieved.
